Ramsay is sending you a copy of the draft telegram to Hong Kong with the amendments which we think should be made. I did not intend to write to you separately on the subject, but it occurs to me that it may be useful to you to have, and that you may not yourself have noticed, a piece of information in Montagu's Bullion circular of 3rd October. The circular says:-
